  • Tomales Village Community Services District

    KD Management became the first Administrator of the Tomales Village Community Services District in 1999. Working on a contracted part-time basis, we:

    • Generated over $1.6 million for infrastructure improvements
    • Designed and developed a model three-phase wastewater treatment plant
    • Initiated a reserve policy and increased the District’s Reserve Funds
    • Refurbished the town’s Community Park
    • Negotiated the design and construction of a solar energy system
    • Oversaw the regulatory requirements of the federal, state, regional and county governments

    Projects were mostly funded through zero interest bonds and low interest loans. Over 80% of the total costs were covered by federal, state, local and private grants.

  • Lake Shastina Community Services District

    • Fire Department
    • Police Department
    • Water Services

    In just one year as the General Manager of the Lake Shastina Community Services District, overseeing a staff of 15, we:

    • Hired full time Police and Fire Department Chiefs
    • Developed both departments into fully staffed, top notch departments
    • Elicited over $2 million in grant funding for the Water, Sewer, Police and Fire services
    • Refurbished two drinking water wells
    • Purchased two new police vehicles
    • Developed fire strike teams to aid Cal Fire with wild land fires
    • Negotiated a long term labor contract maintaining a cohesive team-based workforce

    We obtained grant funding for Wastewater Disposal systems in three towns. The funding covered
